Jean-Paul L'Allier is as strategic advisor in business development.

Mr. L’Allier has a background in law (LL.L., D.E.S.) and in political science from the University of Ottawa.

A visionary who has applied a rigorous approach to his numerous undertakings, Mr. L'Allier has had a remarkable career within the Quebec community. Among other things he has acted as Mayor of Quebec since 1989 and was a Minister under the Bourassa government from 1970 to 1976.

President of the Quebec Metropolitan Community and member of the board of directors of the Union of Quebec Municipalities, he is also Vice-President of the International Association of Francophone Mayors (I.A.F.M.) as well as President of the International Association of Mayors of the Great Lakes and the Saint Lawrence. He is also past President to the Organization of World Heritage Cities (OWHC) during the period 1991 to 1999.

He has acted as Chairman of the board of directors of the Grand Théâtre de Québec and President of the Fondation du Théâtre du Nouveau-Monde of Montreal in the late 1970’s. General delegate of Quebec to Belgium from 1981 to 1984, he subsequently acted as honorary Consul of Belgium in Quebec from 1985 to 1988. During his brilliant career, Mr. L'Allier has received numerous honorary titles the most prestigious of which are: Doctorate honoris causa in law from the University Montesquieu Bordeaux IV in October, 2002 ; officer of the National Order of Quebec in June, 2004 ; commander of the National Order of Quebec in September 2005 ; and commander of the Order of Léopold in September, 2005 for his important role in the development of relations between Belgium and Quebec. More recently, he was raised to the rank of commander of the Legion of Honour in Paris by the President of the French Republic.
